Bazaar development is in maintenance mode and there are not resources to
port it to python 3.  If you are starting a new project you really want
to use git (yes, that is technically just my opinion).

Out of the discussion from UOS May 2016 there was talk about demoting Bazaar 
from Main to Universe as part of us moving Python 2 eventually to universe.
