Public bug reported:
When shutting down a nova compute node with the lxd subordinate charm
and zfs as the backend block storage, upon restart, the zfs module does
not load, erroring out the lxd service. Connecting into the node(s) and
executing a modprobe zfs loads the module and subsequently the lxd
service starts after a few minutes.
