Hello and thank you for this bug report! Technically, this is a feature request. You are right, that the PHP7.0 package in Ubuntu (and in Debian) does not have ZTS enabled. Debian has yet to package a ZTS version (there is some anonscm git activity in this regard, but no packages yet, that I can see).
