Could be: https://anonscm.debian.org/cgit/apt/apt.git/commit/?id=84ac6edfabe1c92d67e8d441e04216ad33c89165 Which is a problem with the redirection handling, which would also explain why its not happening for everyone as these download servers might be doing (no) redirections based on the region of the requester.
