System was working fine, just upgraded to 16.04. There were errors during
installation and apt now reports that shim-signed isn't properly installed with
error
grub-install: error: cannot find EFI directory.

I've checked a couple of existing shim-signed bugs; they seem to focus on the
/boot/efi directory being missing, but I have one:
