You are indeed correct that NO_ZERO_IN_DATE is in there.

This is not a fresh install on my system.  It's been running for a
while, originally installed with Ubuntu 14.10, then upgraded to 15.04,
and finally now to 16.04 LTS, which is when the reported problem
appeared.

I have not run apport-collect, as I am not the original reporter of this
problem, but I can certainly provide any additional information from my
system if you need it.
