Shouldn't this bug be assigned to some LXC/LXD task? After all, a normal installation of the distributions on a computer works well. 16.04 shutsdown properly on a laptop, for example; systemd simply does not hang. Thus this bug is somewhat related to LXC/LXD. Maybe the bare minimum images are at fault?
