Public bug reported:

I was in the middle of an upgrade from Vivid to Wily. "sudo do-release-
upgrade" was running on the system console.

Suddenly, a dialog popped up, saying there's a new version of Ubuntu
available, and do I want to upgrade?

This dialog was confusing; I didn't know if it was part of the upgrade
currently in progress, or some other upgrade. If I had clicked the
"Upgrade" button, perhaps it would have launched a Xenial upgrade while
the Wily upgrade was still running.

I suggest that this dialog should be suppressed if an upgrade is
currently in progress.
