Public bug reported:
It is impossible to use the Portuguese external keyboard in ubuntu
tablet. When we connect an external keyboard with Portuguese layout to
ubuntu tablet and change the tablet external keyboard settings, nothing
changes, the tablet continues to recognize only the English layout.
