Newer changes to Ubiquity broke --no-migration-assistant, so it appears
as though it alway ran, regardless of what options you used. I am,
however, concerned then that migration-assistant did not work for you at
all. Assuming that you are not opting to format the partition that you
hope to migrate data from, can you please run the installer again using
the --debug option (`ubiquity --debug` in a terminal) and attach
/var/log/syslog and /var/log/installer/debug to a new bug report?
