The latest changelog entry for tk8.3 on Dapper is:

* unix/{tcl.m4,configure}: Stop setting our X include path to "no

It was brought directly in from Breezy.
Also, tk8.3 on Dapper does not compile due to an error in
unix/configure. Attached is a diff to fix this.
