Wait, the problem only occurs when dual screens are used, not when a
single screen is used.  Note also that I'm not using Twinview so I have
two separate screens.  I use that because I don't like the top and
bottom panels extending the full range across both monitors.

I suspect this is the clue (from above).

Comparing resolution (3200x1200) to maximum 3D texture size (2048): Failed.
aborting and using fallback: /usr/bin/metacity

I /think/ but am not positive that when not using twinview, whatever
check is being done should return 1600x1200 for each screen.  When
Twinview is used, I would expect to see 3200x1200 but that's not the
case in my situation.
