Public bug reported:

There are two sides to this problem:

1. when I plug in an external hard disk, smartd won't monitor it for
errors until I restart the smartmontools service

2. when I unplug an external hard disk, smartd starts sending me daily
emails with spurious FailedOpenDevice errors:

    Subject: SMART error (FailedOpenDevice) detected on host: myhostname

    The following warning/error was logged by the smartd daemon:

    Device: /dev/sdc [SAT], unable to open device
