Okay. Kernel update 4.4.0-22.40 is working without issues, plugging in HDMI, plugging in VGA (probably HDMI>VGA on-board) is also working without issue(s).
Looks as though this finally got fixed - it's a bit ridiculous that this took so long for an LTS kernel on a widely used chipset (Intel HD / Sky Lake).
