> $ sudo sysctl status systemd-network.service
The command you are looking for is "systemctl", not "sysctl" ☺
> /proc is created on boot, right? or is there a way to re-create it?
Correct, it's a virtual file system.

> sysctl: cannot stat /proc/sys/status: No such file or directory
That sounds weird indeed, and /proc/sys/status is not a thing. Please
give me the output of "systemctl status systemd-modules-load.service"
and the contents of your /etc/modules.
