Public bug reported:

In Ubuntu 16.04 making Nemo the default file manager immediately freezes the 
launcher and I cannot navigate any windows that are currently open. Moving any 
windows currently open leaves a trails of that window that will not go away. 
The computer is not frozen. Just cannot open anything else. 
16.04 then will not shut down on reboot and will not boot after a power button 
shutdown. On booting only shows a black screen.
This is on a new install with only Nemo added at this point. The only windows 
open are terminal, to enter commands, and a text file(gedit) to copy commands. 
The commands are; 

xdg-mime default nemo.desktop inode/directory application/x-gnome-saved-search
gsettings set org.gnome.desktop.background show-desktop-icons false
gsettings set org.nemo.desktop show-desktop-icons true

I have had this problem on four different tries at installing 16.04. 
Not sure what version of Nemo 16.04 installs but it is 2.8.x
