All of the OpenStack packaged used to be covered by an explicit MRE so
we've not done explicit test plans for a long time; they will be run
through the regression test suite we've had in place for the last four
years which at a high level is:
deploy openstack from proposed using Juju
run tempest functional test suite from upstream against deployed cloud
(obviously quite a bit in the details there)
