I don't think this will get fixed on 15.10, as it will be EOL in another
6 weeks or so, and this isn't part of the "supported" package set there,
so an SRU is unlikely. However, in 16.04 pay-service is now only
activated when needed, and otherwise does not run. I'm not sure whether
to mark this Fix Released (since 16.04 has the fix) or Won't Fix (since
it won't go to 15.10), so marking it as Incomplete for now.
