"Konversation", "System Settings", "Konsole", "Kate" and "KPatience" all seem to be OK, so clearly documentation package exist somewhere. I know that https://userbase.kde.org/ exists and will contain the, most up-to-date information, but that is not usable when one does not have Internet access.
