Sometimes it is quite frustrating when apps control global sound volume.

Imagine you are anywhere, your phone must be 100% quite. You open e. g. a game 
- and suddenly your phone plays loud music.
Imagine you are using headset, open something - and suddenly volume is 100% - 
that's not nice...

I don't like the idea of apps controlling global volume at all. Best
would be to give apps a local volume where 100% local volume is the
global sound volume.

It would be at last nice to have an option to lock sound volume at
specific level.
