so I've just talked with smoser, and he points out,

/etc/cloud/cloud.cfg

2016-05-24 09:07:05 smoser ## b.) add sources in /etc/apt/sources.list.d
2016-05-24 09:07:06 smoser ## c.) make changes to template file
/etc/cloud/templates/sources.list.tmpl
further,
2016-05-24 09:08:35 smoser on lxd the "instance-id" is the name
2016-05-24 09:08:44 smoser so if the name changes, cloud-init will think its a
new instance and will re-render that.
I think it's fair to say that a publish is a re-bundle, so it is
reasonable for cloud-init to run. Any changes can be persisted as
suggested in that file.
