Public bug reported:

Either using Add Layer or the Arrange Layers dialog, I can successfully
add a new layer of the correct dimensions (400x300 pixels) and relative
position to an existing graph.  However, the entire graph dimensions
balloon to about 1384 x 16,777,215 pixels.  While I can manually resize
the graph, returning to the Arrange Layers dialog and pressing OK resets
the graph dimensions to the absurdly large value.  There has got to be a
different way!!!!
