The problem is not the cost of DVD disks, but the fact that really old
PCs have CD-only optical drives. Some slightly newer PCs can only write
CDs (but can read DVDs).

It is a good idea to discuss this with the Lubuntu mailing list. It has
been done before, but time passes by, and somewhere we have to leave the
really old computers to Puppy Linux, Tiny Core and similar ultra-light
linux distros.
