Public bug reported:

There needs to be a way to upgrade a container's distro to a new
release, particularly if the host has been upgraded to new release.

For example, a user has a Xenial host and makes a Xenial Libertine
container.  Then the user decides to upgrade to Yakkety.  The container
should be upgraded to Yakkety as well.  Perhaps not at the same time,
but at the very least, a warning should be presented and some action to
upgrade.
