I have noticed this only happens after running a full screen application like a game. For example I run a game like Dying Light or Left 4 Dead 2 in steam and after I close out of the game, that is when I get the flashing. After a reboot everything is fine until I run another full screen application. I should note when I say full screen it isn't a window that is maximized.
