Public bug reported:

1) Go to "Language & Text"
2) Click on "Keyboard layouts"
3) Notice how the page looks like other pages
4) Go back
5) Now click on "Display language"
6) Notice how the colors are an odd assortment of grey and the whole thing 
looks old/out-of-place.  Like, why does it look like a fullscreen dialog with 
Cancel/Confirm instead of the normal page with instant-apply and 
back-button-in-the-header that are seen elsewhere in USS?
