@Alan et al, Just to confirm that had exactly the same problem, and had Sophos Ant-virus installed and running. I uninstalled SophosAV, and the process of upgrading LibreOffice --stuck at the Libreoffice-common-- worked perfectly.
This time the error was in Ubuntu 16.04 LTS.
