Public bug reported:
network configuration in system config should override that found as provided
by a datasource.
The order of precedence should be:
datasource
system config
kernel command line
When juju creates lxc containers they want to be in control of networking and
do not want cloud-init to configure networking either from the datasource
(lxc's template provided nocloud) or from fallback.
They are specifying that configuration directly in /etc/network/interfaces.
