Explanation of the Ubuntu delta and why it can be dropped:

* d/p/adapt-tests-to-numpy-default-casting.patch: Adapt tests to changes in
NumPy 1.10 default casting rule.
The former was explicitly done in Debian, and the latter is no longer necessary
because it's fixed upstream (tests pass now).
