Please sync nmap 7.12-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Configure --without-liblua for a first build.
  * Revert the last change; no changes left.
As per above, there's no remaining delta in Ubuntu.
