Public bug reported:
Please sync gdbm 1.8.3-14 (main) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:

* Mark the -dev package as M-A: same.
* Fix lintian warnings. Closes: #824674.
* Enable reproducible builds (Jérémy Bobbio): Closes: #774394.
- Stop recording the build date and time in the version string.
- Use strip-nondeterminism on static libraries.
- Fix mtimes before building binary packages.
All of these changes were applied in the Debian QA upload.
