Public bug reported:
update-notifier doesn't launch when there are pending updates.
If you run "apt update" it launchs, but shows less updates than "apt
list --upgradable".
I atttached result from "apt list --upgradable" and a screenshot from
update-notifier.
System is Xubuntu 16.04.
This behaviour wasn't observed in Xubuntu 14.04.
