The file is located in /usr/share/kservices5/kcm_kscreen.desktop
Running
> kcmshell5 kcm_kscreen
(as specified in this file) is a workaround.

This problem seems common to all modules in this folder, e.g.
kcm_plasmasearch.desktop ("Plasma search"), smb.desktop ("Windows
Shares"), ... They all work through System Settings (though you have to
find the corresponding setting name e.g. Search, Connectivity, ...).

I have no clue where the menu search and krunner actually find them, as
they are not in the menu (without searching) or the Menu Editor program.

As this system is an upgrade from previous LTS, maybe the menu items are
leftovers from the upgrade?
