Public bug reported:
I just launched a current xenial image (ubuntu/ubuntu-
xenial-16.04-arm64-server-20160516.1-uefi1.img) with this userdata:
https://git.launchpad.net/~ubuntu-release/+git/autopkgtest-
cloud/tree/tools/armhf-lxd-slave.userdata
This has worked fine in the past, but now it seems it ignores
"packages:". The "runcmd:" commands assume that the listed packages are
already installed. Is that a wrong assumption and I've just been lucky
in the past? The setup fails with
+ systemctl start haveged
Failed to start haveged.service: Unit haveged.service not found.
There is no trace of attempting to install "packages:", neither in
cloud-init.log nor cloud-init-output.log. I'm attaching both for
reference.
cloud-init version 0.7.7~bzr1212-0ubuntu1.
