Public bug reported:

Reproduce steps:
run "sudo snap install ubuntu-clock-app" on 16.04, but interrupt installation 
with Ctrl+C when downloading ubuntu-core

Actual:
run "sudo snap install ubuntu-clock-app" again, it refuse to install with 
message:

  error: cannot install "ubuntu-clock-app": snap "ubuntu-core" has
changes in progress

Expected:
user can run "sudo snap install ubuntu-clock-app" again to reinstall app or 
give a chance to reset system to initial state.
