We discussed the status of this bug at today's Ubuntu Server Team
meeting (http://irclogs.ubuntu.com/2016/06/14/%23ubuntu-meeting.html).
We think there are two independent bugs here: the first one was fixed by
a separate fix in the locales package, and the second one was a charm
issue that is now fixed. So I'm marking this bug as Invalid for the
libvirt package.
This bug is now somewhat confused, so I suggest that if you disagree,
you file a new bug with its own report, steps to reproduce,
justification, etc.
