Looks like you have a locally built and installed ovs in /usr/local:
/usr/local/bin/ovs-pki: /usr/local/var/lib/openvswitch/pki already
exists and --force not specified
This conflicts with the Ubuntu provided packages and will cause
install/upgrade failures.
