I have the same laptop, Ubuntu 16.04 also and the same pitch/whistle static noise in headphones (it doesn't matter whether my sound volume is muted or not). The noise started approximately after login screen appearing. I used this temporary solution http://ubuntuforums.org/showthread.php?t=2204740 using p. 2 and 3:
2. Add this line to /etc/modprobe.d/alsa-base.conf Code: options snd-hda-intel model=dell-headset-multi 3.
