Unfortunately the command that failed in your case ("a2query -M") has a
bug that means that the error message is not very helpful. It has been
fixed more recently than the release of 14.04. Can you run the fixed
version of the command please and report the result? This will help
determine the root cause of this problem.

You can do this with the following three commands:

1. cp /usr/sbin/a2query /tmp

2. curl 'https://anonscm.debian.org/cgit/pkg-
apache/apache2.git/patch/debian/a2query.in?id=0e26141c6b013a9c889f02f1e2077834d38228f0&id2=893cf6ce30cc401d08efef904f792581657d05f1'|sed
-n '/^diff.*a2query/,/diff/p'|grep -v ^diff|patch /tmp/a2query

3. /tmp/a2query -M

Once done, please change the bug status back to New. Thanks!
