Please sync phpab 1.21.0-2 (universe) from Debian unstable (main)
Explanation of the Ubuntu delta and why it can be dropped:
* No-change rebuild against php 7
* Add nocheck and stage1 build profiles. LP: #1543376.
[ No reason to keep this as delta, I will work on sending upstream in
the meanwhile to Debian ]
