Sometimes after installing a silo with citrain-tool ofono does not start
on first restart.
phablet@ubuntu-phablet:~$ sudo initctl status ofono
ofono stop/waiting
syslog contains no ofono messages, except from other services such as NM
when they fail to reach ofono over the system bus.
