I deployed about ten instances on the same cloud with the same user-data
in the meantime, and I didn't run into this any more either. So at this
point we have  nothing else useful here, so I'm closing this for now. If
I run into this again, I'll reopen and follow up with new data.

I can't explain the multiple cloud-init runs, though, this was a freshly
booted instance. The only explanation that I have is that "Feb 11" was
some way off hw  clock in the instance that only got corrected via NTP
once the instance was up, but that doesn't explain the countless other
runs.
