I believe it was on IRC. I think the suggestion was that it may be
appropriate for ZoL. I wasn't sure if it was already in the works or
not. Given that this is news to you, I assume nobody has applied for
one.

I realize we don't want new features. I'm not suggesting always syncing
from the Ubuntu development release. I'm suggesting pulling in ZoL micro
releases only. If upstream ZoL stops cutting micro releases for the
minor that is in a particular released version of Ubuntu, then it'd be
back to backporting. It just so happens at this moment that what is in
Yakkety is just a micro upgrade from what is in Xenial.
