Public bug reported:

UBUNTU version 14.04 LTS

When I use command `ifconfig wlan2 down` to disable my wlan2 wifi
connection, the wifi network status icon still displays connecting
status enable in the top panel bar.But I have already used command
`ifconfig wlan2 down` to disable wifi network. The network status icon
is incorrectly.

When I use `ifconfig wlan2 up` to enable my wlan2 wifi network,the
network status icon is correct. The problem is wifi status icon can't
synchronize with real wifi status after I used `ifconfig wlan2 down`
command to disable it.

P.S. This network status icon problem is only happen in wireless
situation.

Reproduce step:

STEP1. Press Ctrl+Alt+t to open terminal window.

STEP2. Key in `ifconfig eth0 down` command in ubuntu terminal.( To
disable wired connection. Then the wired icon will change to wireless
icon.We could directly observer the wireless network icon. )

STEP3. Key in `ifconfig wlan2 down` command. (To disable the wireless. )

STEP4. We could observe network status icon on the top of panel bar of
ubuntu. The wireless icon doesn't change to disable status. It is
incorrect.
