The comments about sleep time being too short for (in particular)
mod_python to shut down are especially relevant, however I can't work
out where that sleep should be applied.
In the mean time I have changed from "restart" to "reload" in
logrotate.d/apache2 - apparently reload is potentially buggy but I'm
finding that the current restart definitely is.
