Binary package hint: update-manager

I have just watched a novice user run the update-manager, click on the
new app to be installed (she got details as you'd expect) and then click
OK. She was then confused when nothing happened.

I don't think many users will make no changes and then click OK on
purpose (there is a cancel button to exit if you run it by mistake for
example) and as such I think there should be a dialog along the lines
of:

"You have made no changes to the packages installed. To install a new
package, tick the box next to it. To remove a package, untick the box
next to it. [return] [exit]"
