Public bug reported: When setting out to working with the Asterisk currently in 16.04, I hit upon a straightforward bug [1] which upstream doesn't want to look into because the release is simply too old.
While I can see that the current source was imported from Debian Sid into 15.10 with 13.1.0~dfsg-1.1ubuntu1, upstream has since moved up to version 13.1-cert7 on the LTS-cert branch and 13.9.1 on the LTS branch [2]. Both series contain important fixes for improving the reliability of the PBX. I'd like to suggest that the package in Asterisk be updated to either the 13.1-certN or the 13.9.1 source. Both root in the Asterisk LTS branch which is supported for 4 years (starting around 1/2015); that should cover the greater part of Xenial's life time.
