The E: is from "Error" not the drive identification letter.
This error usually occurs when for some reason an upgrade is interrupted at the 
installation/configuration stage, and usually is solved by running the command 
mentioned above. Please execute it and see if it solve this problem, if not, 
please attach the error messages here so we can identify the problem.
