Please have a look at skill.c kill_main(). It looks like in recent releases, this has switched over to using getopt_long() to process the command-line arguments. And it's treating '-1[anything]' as a kill(-1, ...) which kills *everything* you're permitted to kill except init. If I'm correct, then this should be submitted to the procps maintainer...
