dlm was demoted to universe in xenial with the reorg for build-depends,
since no other packages in main had binary dependencies on it.  With the
latest upload of ocfs2-tools to yakkety, this has changed, and libdlm3
is being pulled in again.

The 'redhat-cluster-suite' package which dlm replaced is also still
listed in the server-ship seed, despite not being in any release later
than precise.

I believe the original rationale for the MIR still applies here and am
repromoting the package without a fresh review, since it appears that by
rights it would have been on the server ship seed all along.
